Let’s break down the PICA Model step-by-step.

P - Select Strategic Priority or KPI

The foundation of the PICA Model begins with identifying the key strategic priorities or Key Performance Indicators (KPIs) of the organization. This step ensures that L&D initiatives are aligned with the organization's overarching goals, whether that’s improving customer satisfaction, enhancing employee engagement, or driving innovation.

Key question to ask: What is the most critical outcome the organization is striving for, and how can L&D contribute?

I - Identify Teams Impacted

Once the priority is clear, the next step is to pinpoint which teams or departments are most affected by these objectives. Whether it’s the sales team needing updated skills to meet revenue goals or the IT team requiring new tools for digital transformation, understanding who is impacted ensures focused and tailored interventions.

C - Identify Changes to PPST

This step dives deeper into the changes needed in People, Processes, Skills, and Technology (PPST). It’s about diagnosing the gaps and opportunities

Key question to ask: What needs to change to achieve success?

A - Create the L&D Plan

The final step involves crafting a strategic L&D plan that bridges the identified gaps. This includes defining objectives, designing learning interventions, and implementing solutions that drive measurable outcomes. The plan should be agile, scalable, and directly tied to the identified strategic priorities.
